Large capacity storage and booster for conjunctive use and flexible operation

The Enterprise-Northrop Reservoir and Booster Station provide conjunctive use and groundwater basin management flexibility for the Sacramento Suburban Water District (SSWD). The project allows SSWD to take delivery of and store treated surface water from multiple sources, including the City of Sacramento and the SSWD water system.

We provided design and construction oversight for the project that consisted of a five million-gallon welded steel reservoir, a 20,000-gallon per minute (30 MGD) booster pump station, and a 36-inch diameter metering vault for the intertie with the adjacent City water system. The project also included a 750-kilowatt standby generator and a 15,000-gallon pressurized surge vessel to address safety and reliability considerations for the facility.

Treated surface water is stored in the reservoir during periods of low water demand and then delivered to SSWD’s customers when required to reduce the demand on groundwater supplies and provide for “in lieu” recharge of the groundwater basin.

We sized the facility for expected surface water supplies, peak water demands, fire protection, and improved efficiency from off-peak pumping. We developed the operational requirements to meet different pressures of the SSWD and City water systems and to provide multiple modes of operation, including storage filling and delivery to/from either the City or SSWD systems.

Our design basis report addressed the objectives, sizing, results of hydraulic modeling, surface water supply variability and reliability, subsurface geotechnical criteria, environmental mitigations for CEQA compliance, and site access for maintenance. We provided complete plans and specifications, bidding services, and oversight during construction.
