Vicki Kretsinger Grabert

President and Senior Principal Hydrologist

Vicki has 30 years of experience in groundwater quality assessment and resource management, including design of monitoring networks and programs, application of environmental regulations, long-term water quality monitoring and protection programs, and groundwater supply sufficiency assessments. She has managed county and basin-wide groundwater monitoring programs and characterization of groundwater conditions. She has prepared groundwater management plans and/or water supply assessments for cities and/or water purveyors. Vicki is the Founding President of the Groundwater Resources Association of California (GRA) and a member of the Board of Directors since 1992. In 2010, she planned and organized the launch of a new Contemporary Groundwater Issues Council on behalf of GRA. The Council consists of nearly three dozen local, state, national, and international distinguished executives and leaders who are providing their input on the most pressing information, education, and programming needs to address California’s groundwater challenges. She co-led the Groundwater Caucus for the Department of Water Resources California Water Plan Update 2013. She has an M.S. in Water Science (with an emphasis on Groundwater Hydrology and Water Quality) from the University of California, Davis.

Thomas Elson

Senior Principal Engineer

Tom has 35 years of professional experience in well design and construction projects, including 24 years in groundwater consulting with LSCE. He is an expert in well design, sand control, and production logging; holds patents in well completion technology and has served on national committees for standardizing well completion materials. He currently manages groundwater exploration projects, water supply site assessments, well field planning, water well design, and well construction and testing. He conducts studies of groundwater impacts for CEQA studies and has served as an expert witness for numerous groundwater seepage matters. Prior to joining LSCE, Tom worked in various capacities for Chevron Corporation including as a research engineer on well technology including sand control methods, production logging, well design, and well construction methods. Tom has both a Master’s and Bachelor’s degree in Petroleum Engineering from Stanford University.

William Gustavson

Principal Project Manager

Bill has over 45 years of professional experience in ground and surface water development. His experience includes design and preparation of plans and specifications of water wells, pump stations, water treatment, and conveyance systems. Bill has experience in construction management and inspection along with project management capital improvement projects throughout the western United States. He has expertise in well rehabilitation, design and construction management of pump stations, design and selection of deep well pumps (vertical line shaft and submersible), booster pump stations, pump station and related piping, surface water and ground water treatment facilities including various forms of chemical feed equipment systems. Bill is also experienced in setting up telemetry, instrumentation and SCADA systems standby or auxiliary power equipment, water storage and distribution/transmission systems for municipal, industrial and agricultural water supply systems, and development and preparation of water master plans.

John Fawcett

Senior Principal Engineer

John has 35 years of consulting and project management experience and is licensed in both California and Wisconsin as a Professional Engineer as well as an Environmental Assessor in California. His experience includes groundwater planning, regulatory permitting, and engineering design and construction management services for municipal, irrigation, domestic, aquifer storage and recovery, fire protection, remediation, dry well, and injection wells, along with well pump stations and water treatment systems. John also has expertise in wastewater treatment, solid and hazardous waste landfill design, and landfill gas and leachate collection and treatment. John has served as engineer-of-record on numerous projects, and has provided technical expertise on projects involving litigation. John has a Master’s degree in Civil and Environmental Engineering from the University of Wisconsin and a Bachelor’s degree in Environmental Science and Public Health from the University of Wisconsin.

Will Halligan

Principal Hydrogeologist

Will is a licensed California Professional Geologist with over 25 years of professional experience. His expertise includes geology and groundwater-related regional and basin-wide investigations and groundwater modeling. His experience includes characterization of geologic and hydrogeologic conditions in groundwater basins, geologic and hydrologic data analysis, assessment of surface water and groundwater interactions, seawater intrusion analysis, peer review and development of numerical groundwater flow and transport models, development of groundwater management plans and conjunctive use programs, and development of groundwater monitoring programs throughout California. Will has worked in many of the coastal and inland basins in California with a focus on sustainable groundwater development and prevention of overdraft conditions including seawater intrusion and subsidence. He has a Master’s degree in Geoscience (Hydrogeology) from University of Nevada, Las Vegas and a Bachelor’s degree in Geology from California State University, Chico.

Scott Lewis

Principal Geologist

Scott is a licensed California Professional Geologist with 18 years of experience. He specializes in site assessments and well siting, exploratory drilling programs, well design, well specification preparation, well construction and testing, and construction management. Scott has experience in water resources and groundwater development projects throughout California including site evaluation and exploration, hydrogeologic assessments, monitoring well and production well design, well construction and testing oversight, water well rehabilitation, design and implementation of groundwater monitoring networks, and overall project management. Since 2005, Scott and LSCE staff have been providing a wide range of hydrogeologic and engineering services to the San Jose Water Company including the selection, investigation, and development of new well stations in urban locations that present unique planning and logistical challenges due to existing infrastructure and required setbacks from sanitary features. The wells designed and constructed by LSCE for SJWC consistently exceed the required yield while meeting water quality and sand production goals. He has a Bachelor’s degree in Geology from California State University, Sacramento.

Till Angermann

Principal Hydrogeologist

Till is a licensed California Professional Geologist as well as a Certified Hydrogeologist with 15 years of professional experience. His expertise includes research methodology and conceptualization of hydrogeologic systems, groundwater hydraulic, hydrologic, hydrogeologic, hydrochemical, and statistical analysis and computations, assessment of surface water/groundwater interactions, infiltration and runoff processes, data quality objectives, sampling and testing protocols, and nitrogen cycling, irrigated agriculture and subsurface loading. Till is a lead technical expert to Western United Dairymen for the testing and implementation of a measurement-supported water balance method to determine seepage rates of working liquid dairy manure storage lagoons with quantified uncertainty, including preparation of a technical guidance manual. Till is also a key contributor to the conceptualization and implementation of the Representative Groundwater Monitoring Program in response to the Dairy General Order and is the Technical Program Manager to the Central Valley Dairy Representative Monitoring Program since its inception in 2010. He has an M.S. in Hydrologic Sciences from the University of California, Davis.

Peter Leffler

Principal Hydrogeologist

Pete brings more than 25 years of experience performing hydrogeologic studies in California, including water resources development, protection and management for municipal, agricultural and other interests; regional groundwater basin analysis; groundwater modeling; design and construction management for water wells, test wells and monitoring wells; well and acquifer test analysis; surface water-groundwater interaction studies; artificial recharge evaluation; percolation pond capacity analysis; evaluation of groundwater flow from bedrock wells; salt loading analysis; salt water intrusion analysis; construction dewatering; and contaminant hydrogeology. Pete has experience in groundwater basins in counties throughout the state, including Alameda, Contra Costa, Kern, Kings, Los Angeles, Monterey, San Francisco, San Joaquin, San Luis Obispo, San Mateo, and Tulare. he has been a sought-after technical expert on hydrogeologic and groundwater resources matters.
